أُعلن في غزة عن بدء سلسلة من المشاورات لبدء تشكيل حكومة ظِل فلسطينية
في الضفة الغربية وقطاع غزة، وحسب ما ورد في البيان فإن نُخبة من الشباب
الفلسطيني الفاعل يجري سلسلة من المشاورات مع عدد من المجموعات
والتشكيلات الشبابية في قطاع غزة والضفة الغربية بُغية الإعلان عن حكومة
الظل الفلسطينية الشبابية بُعيد تشكيل حكومة التكنوقراط الَمنوي تشكيلها
نتيجة المصالحة الفلسطينية.
وأوضح م. محمد حسنة أحد المبادرين لتشكيل حكومة الظل "لا تزال فلسطين
تنتظر جيلها الشاب لينهض بها من وسط الركام، ويعيد الاعتبار لقضيتها،
يشمّر عن ساعديه للبناء والتعمير، ويُعيد مجدها ويدحر بصموده وطموحه
ونضاله الاحتلال والحصار والجهل، لذلك كان قرار نخبة من الشباب ببدء
مشاورات جادّة لتشكيل حكومة ظل شبابية في فلسطين توازي في عدد وزرائها
عدد وزراء حكومة التكنوقراط.
وأضاف م.حسنة "سيتسلم كل وزارةٍ شابٌ قادرٌ على متابعة شؤون وزارته مع
الوزير الفعلي ويمارس الضغط والتعبئة لصالح تنفيذ قرارات تخدم الوطن
والمواطن، ويعمل على حشد الموارد والإمكانات لانجاح الوزارة الحقيقية.
وقال حسنة " نجتهد كثيراً في استخدام أساليب الضغط والتشبيك والمناصرة
لمخاطبة الغرب، حان الآن لنستخدم تلك الأساليب في تحقيق آمال وتطلعات
المواطن الفلسطيني البسيط".
ودعا حسنة حكومة التكنوقراط إلى دراسة تجربة النهضة الماليزية، والتركيز
على التعليم وتنمية الموارد كأساس ودعامة لتطوير الدولة الفلسطينية.
من جهته أوضح م. محمد أبو القمبز أحد القائمين على المبادرة " أن
المبادرة تأتي في سياق الحفاظ على المكتسبات المترتبة على المصالحة
الوطنية الفلسطينية، وللحفاظ على دور شبابي حيوي في مرحلة ما بعد
المصالحة".
وأضاف م. أبو القمبز أن الشباب متعطش لأخذ دوره في قيادة وتسلّم زمام
الأمور، وأردف أن حكومة الظل ستتيح فرصة للشباب للتدرب على صناعة القرار
وإدارة البلاد وتحضير كفاءات قادرة على حمل ملف وزارات حقيقة.
وأكد م. أبو القمبز أن المشاورات ستُسفر عن تشكيل حكومة الظل، ووضع
برنامج للحكومة وآليات تنفيذ البرنامج عبر التواصل مع الحكومة الرسمية
والجمهور الفلسطيني.
Gaza: Deliberations to form a Youth Shadow Government
It was announced in Gaza the commencing of deliberation series for
forming a Palestinian Shadow Government in West Bank and Gaza Strip.
According to what was stated, an elite of effective Palestinian youth
conducts series of deliberations with a list of youth groups in Gaza
Strip and West Bank aiming at proclaiming the formation of a
Palestinian Youth Shadow Government soon after the Palestinian
Technocracy Government.
Eng. Mohammad Hasna, one of the initiators for forming a shadow
government, said "Palestine is still waiting her youth generation to
rise it up, rehabilitate the case, participate in the reconstruction,
and fight the occupation, siege, and ignorance by steadfastness and
ambition. So, the decision was made for an elite of youth to start
serious deliberations for forming a Youth Shadow Government in
Palestine that equals the Technocracy Government, intended to be
formed after the Palestinian reconciliation, in number."
Eng. Hasna added "Every ministry will be entrusted with youthful man
who is capable of following up his ministry affairs with the actual
minister and practicing pressure to execute decisions for the benefit
of the country and citizen. Besides, he should work on mobilizing the
sources and possibilities for the success of the actual ministry."
He continued saying "We try a lot to employ methods such as advocacy,
networking, and lobbying to address the west. Now it's time to use
these methods for making the hopes of the simple Palestinian citizen
come true."
Hasna called the Technocracy government to consider the Malaysian
renaissance experience and to focus on the education and developing
sources as a base for developing the Palestinian State.
For his part, Eng. Mohammad Abu Al-Qumbuz, one of the initiators,
declared "The initiative comes within the context of keeping the
gained resulted from the Palestinian reconciliation, as well as,
keeping a vital youth role after the reconciliation."
Eng. Abu Al-Qumbuz added that youth are thirsty to play their leading
role. Moreover, the Shadow Government will provide them with an
opportunity to be trained on decision-making, leading the country, and
producing qualifications capable of handling true ministries.
And he assured that the deliberations will result in forming a shadow
government and setting it a programme besides the execution mechanism
of it through contacting with the official government and the
Palestinian people.
